Mina and Saga are the two confirmed residents who accept. Other refusals are expected; continue offering invitations until the objective advances. A refusal therefore does not mean the quest is broken, and it does not require you to obtain five positive replies before moving forward.

Offer invitations one at a time and watch the objective counter after each conversation. Do not work from a guessed list of every resident who might refuse. More importantly, do not assume that raising friendship is the hidden solution: no confirmed friendship-level rule decides acceptance.
